Eli Hopson is the Chief Executive Officer of the DC Green Bank. An attorney and clean energy expert, Eli previously served as Vice President of Legal, Regulatory, and Policy at Cube Hydro Partners, and as Vice President of Legal and Chief Compliance Officer at Eagle Creek Renewable Energy after Eagle and Cube merged.

Donald Walker

Director of Operations

Donald Walker is the Director of Operations at DC Green Bank. Donald has a versatile career that spans staffing, education, and leadership development.  After serving in progressive leadership roles in higher education at the University of Delaware, Virginia Tech, and Towson University, Donald stepped into the staffing industry where he managed teams at Kelly Services and Lucas Group.

Jean Nelson-Houpert is the Controller at DC Green Bank. Jean is an accounting and finances professional with over 23 years of experience.  She received her B.A. in accounting from Temple University and her Master of Jurisprudence from Tulane University.

Sandy Paik

General Counsel

Sandy Paik is the General Counsel of DC Green Bank, which was created in 2018 by the District of Columbia Green Finance Authority Establishment Act to accelerate energy efficiency improvements and the deployment of clean energy technology by leveraging private investment, removing up-front costs, and increasing the efficiency of public dollars.

Jay Lurie

Chief Investment Officer

Jay Lurie is Chief Investment Officer at DC Green Bank, where he leads the Investment team on origination, structuring, and executing financial products, serving as the key counterpart to project sponsors and financial partners. In addition, Jay spearheads the capital funding program and overall portfolio management.

Brandi Colander is the Head of External Relations for Charter Communications, supporting their Diversity & Inclusion team. In this role, she is responsible for strategic outreach, external relations, stakeholder engagement, and philanthropic initiatives related to Charter’s Diversity & Inclusion strategy.

Tommy Wells is the Director of the DC Department of Energy & Environment. Most recently, Tommy served as Ward 6 Councilmember, a position he held since 2006. During his tenure on the DC Council, Tommy won support throughout Washington for his fundamental goal: creating a livable and walkable city for all.

Bruno Fernandes

Bruno Fernandes is Deputy Chief Financial Officer and Treasurer of DC. Bruno was appointed to his position in August 2018. As treasurer and deputy CFO, he manages the District’s treasury programs associated with its annual operating and capital budget.

Sarosh Olpadwala

Sarosh Olpadwala is the Director of Real Estate in the Office of the Deputy Mayor for Planning and Economic Development in DC.  He is responsible for overseeing the inter-agency acquisition, asset management, leasing, disposition, and strategic planning of a portfolio of District-based development projects worth over $13 billion.

Jonathan Kayne

Jonathan Kayne is Director of Special Projects in the Office of the Deputy Mayor for Planning and Economic Development.  In addition, Jonathan serves as the Interim Director of the Office of Public-Private Partnerships. He has over 20 years of experience in the real estate industry in both the public and private sectors including office, retail, and residential.

Hannah Hawkins

Hannah Hawkins is a tax attorney, with a specialization in tax issues and incentives associated with the energy industry. Hannah received her undergraduate degree from the University of Wisconsin and attended law school at the University of Pittsburgh, and she moved to DC in 2007 shortly after receiving her JD.  Hannah spent the first 7 years of her career as an attorney in a Big 4 accounting firm focusing first on the taxation of financial products and then later on energy.

Ricardo Nogueira

Ricardo (Rick) Nogueira is an expert on climate finance, policy, international development, and sustainable investing.  His clients include major philanthropies, European government agencies, and multilateral development banks. During the Obama administration, Rick served as Senior Advisor on Climate Finance to the U.S. Special Envoy for Climate Change at the U.S. Department of State.

Todd A. Monash

Todd A. Monash, Vice President and member of the United Bank commercial services team has more than 20 years of banking and lending experience in the Washington, DC area.  As a relationship manager, Todd is focused on large commercial clients.  In his current position, he works with corporate clients to solve their most important banking needs related to credit, deposit, and treasury management. His client engagements include c-suite executives both in the for-profit and not-for-profit sectors.

Edward Hubbard

Edward Hubbard currently serves as General Counsel for the Renewable Fuels Association, where he provides counsel and advice on a wide array of federal renewable fuel and clean energy issues and policy.  In addition to leading the RFA’s efforts in advancing its tax and international trade public policy agenda, Edward advocates for the U.S. ethanol industry on key energy, agriculture, transportation, and clean air policy and regulatory matters before the U.S. Congress and key federal government agencies.
